What is it about the Elder Scrolls series that has attracted such an expansive and high quality "adult" modding scene? There's nothing overtly sexual about the series, it's barely PG-13. No other game has it to this degree, not even Fallout, which should overlap.

I think that's a myth. Even just importing a mesh practically requires black magic.

Because the TES games have always had exceptional modding tools that really let you get into the engine.

Even Skyrim's/Fallout 4's Creation Kit which stripped out the ability to have custom animations (that modders patched in) are leagues ahead of the competition's modding tools (Witcher 3's "modding" tools is literally a texture replacement thing)

That's pretty much all games though since you're starting with a platform agnostic 3D modelling software (Blender, 3DX Max etc.) and then having to convert it to .nif and then rig it

i'm not a TES modder but as far as i known the mods are easy to port from older versions of the game so you have a good and long catalog of adult mods, without mention the whole community they have dedicated to creation engine mods.

TES and Sims are some of the most easily moddable games out there, making it easy to add sex content. The sex in Skyrim, unfortunately is really wonky for a game that's almost 10 years old.
