Because nothing in Outer Worlds matters. New Vegas had interesting factions that played off of each other and your choices affected the world around you. The villains of the game are the corporations, but there are literally no reasons to side with them other than roleplay. They're not only evil for the sake of it, but they're also incredibly incompetent at every opportunity. At worst, it costs more to buy shitting vending machine items that don't matter anyway. Items don't matter in general, even on the hardest difficulty the game doesn't challenge the player at all.
Companions are boring in Outer Worlds. I enjoyed Outer Worlds for a bit, but I just couldn't complete a playthrough. And I went into it without hearing any Yas Forums opinions on it. Meanwhile, New Vegas has me going back to it at least once a year for another playthrough.

When I got quests in New Vegas, I felt like I was a dude actually exploring a world. Going to make a peace deal with the Great Khans, winning over the Boomers or deciding what to do with the Brotherhood actually felt like real shit.
Every single quest in Outer Worlds felt like a soulless MMO quest. Just hollow, irritating chores.
Im not some fag video essayist or Dev so I can't articulate why exactly that is, but that was a core problem for me.
I really lost interest when I saw you could beat the game in like 15 minutes without glitches

It's incredibly boring. Once you've gone through the first planet everything is just the same after. Basically it would just be like this >Go to planet >Things aren't going well >Big bad corporate man tells you to do thing >You do thing >Find kind-hearted woman who is against big bad corporate man >Either kill big bad corporate man or kind-hearted woman >Get thing and then go to new planet >Repeats And it was just this every single fucking planet, after the 3rd one I just lost complete interest and uninstalled, I'm so glad I pirated it.

Outer Worlds is fine, but doesn't have the amount of innovations NV had when it came out. It's refined SOME things that NV introduced while devolving other things (changing VATS to slo-mo)
