Also notice how her hair is being presented as black in almost every shot or model provided. That is garbage BS as well, because in the original Tifa clearly had dark brown hair, always, not this fanfic/doujin tier shit.

Those straps aren't for her stockings. Stockings connect to things called garters, which are tight bands that circle the upper thigh, which usually have clips of their own. The stockings could also connect to a garterbelt. The important thing to remember is that garters always connect below everything else. You're supposed to be able to take off everything that isn't connected by a garter, including your underwear.
I don't know what those side pocket straps are for, but they sure aren't for stockings. Heck, I'm more upset that her suspenders have this backpack like shoulder padding. That looks stupid as fuck. Whoever designed this character knows nothing of either fashion or hosiery.
