To be honest it barely existed before the Greg Bear books. The Forerunners were just this mysterious all-powerful force that existed in the background. And that was their appeal in the first place, maybe it should have stayed that way.
But it you put yourselves in 343's position, Microsoft wants more Halo games, you can't bring back the Flood or make the Covenant strong again because that's a huge middle finger to Halo 3. You also have to connect it with the legendary ending of 3. So basically this was their only choice.
Having ancient humans fight Forerunners is still cringe though.

Humans =/= Forerunners were thought up since Post Halo 2. This is the earliest ideas that confirmed it, which was brought up just days ago.
Joseph Staten liked pushing the humans = Forerunners idea, and a lot of Bungie opposed it. Halo 3 had a bunch of mixed dialogue and pieces of lore that contested one another. It's obvious which side won.
