They improved the netcode and matchmaking this year after CE came out. There is still a bug with the matchmaking apparently that matcher you with a 4-5 bar connection when you want a 5 bar connection threshold, but it should be fixed later this month.

Yes. Pick any character you like, most of them are reasonable for a complete beginner. Playing Ryu to start in street fighter is the biggest fucking meme imaginable anyway, you always have more choices than him
