Try arm aiming.
Set your sensitivity so you can make 2 full turns and keep it this way for all games.
Practice tracking on static objects on the map before the game starts or a point on the wall you can do this by moving left and right and keeping your crosshairs on it.

Different classes aim differently. Who do you main or are intending to better aim at?
Soldier and Demo work better with high sensitivities, but scout and sniper work better with lower ones. Whatever you go for, the biggest favor you can do for yourself is choose a sensitvity, lock into it and dont change, and practice. Read about hitboxes and get used to projectile travel time. Use pl_walkway and practice shooting underneath enemies that are flying above. Different classes have different aiming techniques. Soldier focuses at the feet for max splash potential, but scouts aim for the torso for good meatshots.
