It's a lie by omission. They announced it was going to be part one of an episodic series years ago, then never mentioned it again. Nothing about the promo material suggests its anything but a full remake.

That's false, there were multiple interviews where they talked about since the game is only going to be Midgar, they could expand it in ways the original game didn't (THAT on the other hand is basically a lie as the game is still beat for beat the same story just longer).

FF7R being episidoe is not false advertising. The game being labelled a remake and then actually having a plot that explicitly goes off the rails from the original canon involving time travel and becoming a reboot, and the fact that this was expliitly hidden from the world and mysteriously no paid reviewer ever mentioned it, THAT is false advertising.
Never blind purchase, no matter how much you trust the person making the product. No matter how sure you are, always do your research. Otherwise you deserve to be taken advantage of.

It is a perfect subtitle for the game. It is a literal remake from our real-life perspective, and lorewise in the game, the events are being remade by the time ghosts or whatever they are.

There is a difference between "not a 1:1 recreation" and "it's literally not even telling the same story anymore". This isn't "the movie version of the comic book where some details are changed for the sake of different mediums", this is the Hellsing anime after they ran out of manga chapters to adapt but still had half the season to go.

People are not required to do any research before buying a product. If I did that, I would spend my entire day doing groceries and spend more time reading movie reviews than watching the movie itself. If it's written on the box it's a toaster, I want a fucking toaster. I don't care what toaster manufacture designer told during interview in 2018. Is it really that hard to add a visible "part 1" on the front cover?
