the DSM they got from the house contained "Makarov's playbook". That playbook contained info that incriminated Shephard regarding the Moskow massacre and other terrorist acts that Makarov committed. And if you're asking why did Shephard help Makarov do those things, it's because he wanted revenge for m-muh 50.000 and le world just fucking watched.
