Doom eternal does higher difficulties very well. From easiest to hardest, your damage against enemies is always the same, their health values dont change. However, as you go into higher and higher difficulty, enemies begin to do more damage, attack more often, use more aggressive pathing, and on Nightmare, shoot much faster projectiles. You'll find enemies dodging your attacks way more on higher difficulties as well.
