P5 is a Chaosfag game so the only reason he's portrayed as evil is because he's Lawfag representative. Atlus is also notoriously biased towards Chaos and always presenting Law in negative light, this is especially visible in SMT games. In SMT1 Chaosfags just want freedom for everyone while Lawfags are portrayed as literally worse than Hitler. In SMT2 the hate for Lawfags goes so deep that even on Law route you're forced to kill Lawfags and YHVH by teaming up with Satan to use Death Star laser to shoot YHVH in the face. SMT3 I hope I don't even need to explain seeing as it doesn't even have a Law route, only varying degrees of Neutral (Reasons, regular Neutral) and two Chaos ones (Chaos and True Chaos). SMT4 Duology again is a Neutral/Chaosfag game with Law not even being an option in Apocalypse. Catherine again had no Law route at all until Full Body re-release in which they made the Law route a literal faggot route.
tl;dr Atlus, being Japs, hates the very idea of God/Universal Good because they're soulless bugmen so all their games are Chaos/Neutral biased
