Not him, but the bearing is on it being a moral quality, not a functional quality. Do unto others isn't a principle because it can happen to you, but because it encourages the development of an empathetic sense toward other individuals. This not only prevents harm toward them - which can be then transferred through maladaptive coping methods and other ways to others - but also encourages the development of supportive behaviors on the individual's part.

People say it so you consider how the other person would feel when the thing is done to them. People say it to others when they fail to empathize with someone.

How would you feel when someone hit you? Well it would hurt wouldn't it? that's the point where you should realize it would also hurt for EVERYBODY else. And if you like to avoid being hurt, everyone else should also want to avoid being hurt, no?

Unless you don't actually care if everyone else get hurt (or whatever the thing in question is) then the meaning should be obvious.
