First, PS4 pro isn't actually running at 4k, it's a lower internal resolution with checkerboard and upscaling
Secondly, the console versions are running at graphics settings confirmed to be lower than the lowest avalible settings on PC
Running the game at equivalent console settings and resolution with easily give 200+ FPS with that card
