Warriors games always seem good since you're ripping and tearing through thousands of people at a time.

All Warriors games are generic. I would say Romance of the Three Kingdoms...since it's supposed to be a conquering sim, but it's not. Every enemy scales to your power level, so having the most powerful nation in the world still doesn't guarantee victory.

Choade is the only game besides defcon that made me feel that emotion. You are directly, firsthand responsible for the genocide of half of the solar system, and the writing shows it better than any rendered image could.

Any. The latest is the best, as strange as it sounds with modern sequels. Second one has years and years of modding behind it, but third is not far behind. You won't find anything like that in the campaign, but download custom missions or just create your own scenario where you populate cities with civilians and then blow them up.
