It's probably just standard squeenix bullshit. They constantly release slightly and slightly better versions of games across multiple systems to get hardcore fans to quintuple dip into everything.
Expect a port of DQXI on PS5 with the switch content and PC level max graphics but still with some negatives like 30fps and missing 3ds features or something. Couple years after that you'll get a mobile port that fixes it but >mobile. Then you'll get another PC port 2 years after, that finally brings everything together but with some awful DRM and mobile quirks taking another 6 months for mods to fix.
By the time this penultimate version is finally available, you'll be so burnt out of the game you won't really be able to enjoy to the fullest anymore.

Nintendo havent paid for it.
The version of Unreal Engine they used for the PC and PS4 version of DQXI is not a version that supported Switch.
It was Square Enix goal to have this on PC, PS4 and Switch. However at the time Unreal Engine didn't support Switch with the version they were using. When it did however it wasn't just a straight load up the project and export and you'll be fine. There was things to fix and do to make it work on Switch. SE said to make up for the time and wait they'll add in new features and QoL feedback.
They wont do it for PC and PS4 because they'd have to do the same for those and that would take up more time. The Dragon Quest team have moved on to Dragon Quest XII after DQXIS was done.

Yeah, pretty much. Make sure its an xbox controller, if you want to use a ds4 then you need to own it on steam or use ds4windows
In fact, the game is pretty playable with keyboard and mouse controls too
