IX was a disaster design-wise. Kuja winning the number 1 spot for the worst design. It's basically "Hey, how about we have Sephiroth-like villain, but with far worse design in every way instead."
He's correct though. Not counting spin-offs like CC (Zack), Zidane is the only FF protagonist with any personality to him at all. Even if it's the annoying one, point is that he has one.

The theme of the game is that cloud lacks personality because he hates himself and has unattainable expectations. That's why trauma causes him you subconsciously steal zack's persona.

Wrong. At the very least, he's prideful in the "tutorial-infodump" zone at the beginning of the game, where he's all like "heh, listen up kids, the simply epic warrior that I am is going to tell you about game mechanics".
