Shovels will never break when hitting minerals from rocks. They'll still degrade, but they'll never break so long as resources are popping out.
You could theoretically use the same flimsy shovel for the entire span of your playthrough without having to replace it if you never dig anything up with it.

That is good to know. I kept on customizing my shovel to reset the durability because I was paranoid that it was going to break while I'm in the middle of hitting a money rock. I guess they foresaw that as a possible problem and made it work like that.
