I don't know if it's the best, but Oblivion feels like it has aged the best out of all of them.
Cyrodiil is super comfy to come back to and the game itself doesn't feel super janky like morrowind or mind numbingly shallow like skyrim.

The entire world feels surreal and cozy and the environments are much better than the NPC faces.

I personally enjoy Oblivion, Wind Waker, and Persona 3 the most out of their respective series.

Objectively, however, Morrowind, Twilight Princess, and Persona 5 are the best in those series.

But that doesn't change the fact that the games I listed as better than the ones I like have more content and overall better design than the ones I prefer.

I do consider 3D Zelda and post-3 Persona separate from 2D Zelda and pre-3 Persona due to how they're totally different experiences.
