i think its a combination of two things
one: its a decade old game and most of the staff don't want to work on it because its old
two: its a decade old engine thats a complete cluster fuck to use, and the game's shit performance is a testament to that being true since it wasn't originally designed to handle the 6 gorillion hats, coats, beards, unusual effects, weapon skins, different weapons, those different weapons with their own weapon, skins, etc etc
The game being old is no excuse this level of neglect.
People would be happy with maps added in the pool that they wouldn't even have to make.

Sure it is, there are very few games over 12 years old that receive regular updates

They don't want to admit they fucked up leaving it for Artifact which makes less money.
The past few major updates left the game in a rough state which the community was very vocal about, so they might not want to do anything in case it fucks with more things and makes fans even more upset

both of those things could be said about CS:GO though and that game still gets plenty of support

Everything outside of Mercenary Park and the weapons have all been community made since Jungle Inferno. Namely cosmetics. But apparently the community fucked up during the Invasion update which soured Valve's willingness to delegate major updates to the community. Something to do with who got how much money from items and such.
The game either needs a massive overhaul or a sequel at this point. I honestly think a sequel would be less effort than fixing the game.

meanwhile, in other, smarter game development studios:

>some free patches, some added content, but big game changing updates are curiously missing
>once it looks like the game has lost all its steam, Mutiplayer Game 2 is announced
>refreshed code, streamlined engines, updated for new systems, etc.

What matters is that people are still playing and still love the game.
Its over a decade old but it still looks good because of its art style and the gameplay is better than any modern FPS, It's a game with the potential to be polished for another 30 years+.
Eventually you polish the game to the ideal form of shooting a movement and its hard to imagine what making a sequel to it would even improve.
