What character gamma had was directly dependent on his dilemma, and with that solved, there's nothing really left for him to do or say, so it wouldn't add anything to bring him back, he'd just be another robot, but good

Sometimes I think that the only reason why he lived was that Gerald was able to perfect the cybernetics he started with the Biolizard. This means that the "Shadow" we saw in SA2 is some sort of biodroid not a purely organic creature.
This is why the Shadow Androids look exactly like him and why, in the "Android Shadow" endings of Shadow the Hedgehog, Shadow easily believes himself to be just another Shadow Android.
The Shadow you see in Sonic Heroes is either a Shadow replica prototype built to be exactly like the original Shadow or is the actual original Shadow fully rebuilt out of respect for Robotnik's grandfather's work. The first implies that Robotnik didn't include Robotnik AI malware to keep it obedient which implies that Omega was there to both guard the prototype copy and to prevent it from walking away, while the later has Omega guarding it as a big fat contingency plan in case Shadow wakes up. Seeing how hard Shadow fucked over his plans in SA2 while working under Gerald's maddened instructions to destroy the planet, Omega having all the dakka like that makes sense as a sign of Robotnik's paranoia.
