It'll be "complete" when all presented features actually work and are balanced within some reason, although I would also add features missing from Warband to the list (such as weddings, feasts, follow unit feature, and a lot of the kingdom management), as well as features promised in dev blogs (such as body type slider and dynasty system).

Quests, dialogues, snowballing issue fixed, lords that are impossible to find due to them travelling across the entire map issue fixed, possibility to make your own kingdom fixed, fleshed out family system and fleshed out minor factions.
As long as all of this isn't made, the game is not finished.

To be fair, the bulk of the work in the game is in the engine, internal development tools, and making the graphical assets. That work is essentially complete and adding content and features is relatively speaking easy when that framework is already in place (as demonstrated by the multitude of mods that have already been made). It's just that they're currently focused on fixing bugs and performance issues, which I think is a sensible plan.

The economy is fucked up, tier 6 weapons and armor prices is retarded, high tier bows are too cheap now, and becoming a smith is the easiest way to become the wealthiest person in Calradia.

Taleworlds literally just pumped out patches every day of the first week because they could do it easily, since all it took was someone running the game longer than 30 minutes. Now that stuff actually needs to be worked on that they haven't probably fixed before, it's going to take ages to get to a point where it's serviceable. Early Access is always a fucking scam for the consumer to subsidize development costs and literally pay to be a beta tester.
