No, the chronologically last one to wield it is Julius Belmont in Aria of Sorrow. After Richter got SHAFTED.COM he basically quit vampire hunting out of shame and gave the Vampire Killer to John Morris (Bloodlines) which was then passed down to Jonathan Morris (Portrait of Ruin), until it was eventually reclaimed by Julius Belmont for the Demon Castle Wars in 1999.

Yes, Leon completed the whip by a love sacrifice and it was passed down from the 12th to the 18th century. It went Leon - Trevor (Ralph in Japan) - Christopher - Soleiyu (or however you spell it) - Simon - Juste - Richter. Then in Ecclesia you don't have the whip as a playable feature at all because the Belmont clan has mysteriously disappeared, and Dracula is defeated with Dominus (otherwise he'd be invincible). Then on Bloodlines John Morris has the whip which he got somehow and Eric has the Alucard Spear, which Alucat made as a partner weapon to the whip and gave to him. Then in Portrait it is revealed that John died because only Belmonts may properly weild the whip, and Jonathan (John's son) has to fight a memory of the last Belmont who owned it in an opitional boss to unlock its power. That Belmont is Richter, so everyone assumes he lost it somehow.
Jonathan probably gave it back to the Belmonts though seeing as Julius had it back by the war of 1999.
iirc Richter was only mind controlled by Shaft because he didn't want his role to end too quick, Dracula went limp on him and didn't deliver.

I doubt Richter lives for over 100 years after SotN, though, must've been someone earlier than that. Quincy is canon but I don't think it's implied he used the Vampire Killer regardless.
Richter didn't give John the whip, John had to fight a memory of Richter to obtain it just like Jonathan did (according to Eric). I assume he just found the whip after he saw his father die and swore to be a vampire hunter. He probably found out about the whip and managed to track it down a-la Indiana Jones.
Somewhere it was described that the Morris bloodline was related by blood to the Belmonts, but said relation was so thin that the Vampire Killer drained the life out of them.
Yeah they mention it in Portrait, so they CAN use the whip at all because of this, but it still drains them. I assume regular people can only use it as a normal leather whip.
