Wouldn't work, central Moscow is too gentrified these days and the outskirts are too boring to serve as a setting. I'd rather have a game set in 2 cities: Vladivostok and some Chinese city. Could feature a smuggling operation of some kind, operating across the border. Now that would be an original setting.
