No one, I'm pretty sure one of the big reasons why Touhou is the way it is now is because ZUN has dealt with his game in such a unique way.
Not a single game, especially indie, has become a hit the way Touhou has. In almost 25 years of existence, official Touhou games still don't have a single trailer or advert.

I've never even played Undertale but I do kind of agree. Toby is a very big Touhou fan and likely follows some of ZUN's ideals.
Although maybe UT someday can be like Touhou with its numbers, but I don't think Scott will ever be like ZUN. Such a miracle happens once every millenia.

The gameplay and beautiful danmaku patterns, his odd but charming artstyle, the character designs and their deep roots in folklore and mythology, and of course the absolute fucktons of bitchin music.

This is an unfair comparison to Toby. Toby is very derivative of ZUN's work at times, especially use of Leitmotifs and character theming, to even core gameplay elements.
Zun is also a generation or two older than Toby.
