Underwater/space station. If the devs do it right. Because:

A dark one that isn't linear.
You need branching pathways so that you can not be sure if it is safe either way. You cannot turn in either direction and be "safe" from the direction you are now not facing.
If it's linear you clear an area see a turn or something and can "anchor" your back/blind side to an area that you know is safe, isolating the element of the unknown to a more comfortable level.
I can't help you with setting, but really anything can be really scary if it at least has those two things.

Did you guys ever hear about the game where you were a hitchhiker, you get picked up by different fucked up people. Gameplay consisted of keeping conversation going and balancing the crazyness of your driver. Sounded rad, shame it never got past a demo
Open outdoor spaces, like your pic.
Hate secluded, cramped areas like in buildings or some shit. Makes it really difficult to see and just about every horror game does it indoors these days.

Yeah, I think they probably had trouble coming up with ideas besides what the demo had, so they just stopped work entirely. Admirable.

PT did it right with the generic, middle class "house" aesthetic, too bad it was lightning in a bottle and nobody will ever be able to capture it for no reason, like always.
