Nomura is the director. There are two co-directors, Naoki Hamaguchi and Motomu Toriyama, but apparently it's all Nomura's say-so because... uh... Not important, it's all Nomura. So Nomura has absolute final creative-control over it.

The original director of FF7, Yoshinori Kitase, is on-board for the remake as a producer. Nomura is the source of all bad changes for FF7R, because he's the director. But Kitase was the director for the original game, and he's clearly okay with the changes or else he wouldn't be a producer for this game. Being director means Kitase must have had absolute creative control over the original game much like Nomura has absolute creative control over the new game.

Except Kitase was bad too with the original and anything good about the original game must have been Hironobu Sakaguchi, the only writer missing from the original cast. Sakaguchi was the only man that made FF7 good, which means he had creative-control over the original game, and not Kitase, the director. The director has full creative control with FF7R, but not with FF7.
