I always kinda liked that their paths just never crossed. It hammers home exactly how much the events of the first three games changed things. The two would've been coworkers had the outbreak never happened. Hell, had it happened just a few days later, Leon would've at least worked there a day or two and at least seen her around the office.
But instead two people who had pretty similar lives end up in basically completely different worlds because of shit happening that was out of their control. It's neat to me.
This is also why I want a non-canon spinoff where the outbreak never happened and we just follow the whacky daily lives of the RPD. Y'know, Jill bossing around Leon and making him do all her paperwork and get her coffee.
