Ohh user it's easy just update your drivers, restart your pc, go into the registry change the values for game in /HKEY_CURRENT_USER/, make sure to reinstall steam, go into properties local files and check integrity of local files, update the game to latest patch, in case of mainboard compatibility issues just take out your RAM and plug in back in, make sure your router cable is plugged in properly then go into the bios and adjust the fan speed and while you're at it overclock your gpu, remember to pay attention to pcs temperature or parts just melt and die also check this forum post someone made there's a fix for your particular issue that the devs never adressed just make an account wait a week until it's manually verified then you can download it, install python and notepad++, create a shortcut add -game lauch bullshit cancer after "", run as administrator, go edit your firewall, connect your controller just press these buttons and go into your hardware settings and check for latest driver version and enable it, download this program run it twice wait for the controller to glow then put in the settings you see in this video and pray to buddha that it all works.

At least you have options for troubleshooting on PC. If this happens on console, you can't work around it. You have to sit their and twiddle your thumbs until the devs fix the issue.
This is why I swapped. Have a $1.4k meme PC and every game needed tweaking to run optimally which was only marginally better than pspro

That's coping to the highest degree. This doesn't happen to consoles bar the 1 in a million game that doesn't go through a hundred qc checks
