If you're a dependent (as in someone else covers the majority of your expenses) you don't qualify.

file a 2019 tax return with turbotax even if you normally don't need to, I think you will just get it in a later wave

That’s not true at all. As long as your income is under a certain $75k (or $150k for married couples) and you aren’t claimed by someone else as a dependent, you get money.
