Gameplay is mostly as good as in the first one but storywise...VC1 plot is pretty weak but 4 in some places is just plain stupid. Also don't overlook 3-even though it was released on psp imho is the best one

Military weebs are an extremely small niche thats main bulk pretty much exists only here and a majority of them fall more on the "military" side than the "weeb" side so blatant in-your-face fanservice doesn't typically sway them.

Scouts aren't as overpowered as in VC1 but there are plenty of ways to cheese. It also depends on the map.

Four is better than the first one due to Command (instantly refresh the AP and turn of a unit that has already moved and acted, while giving them the ability to group with two other units and move them across the map), along with order stacking in general. Scout rushing can lead to gunners and snipers moving far past their natural distance. Also a certain commander has an ability that gives her twice as much AP as normal, and it can activate as she is using command, to pull units 4 times as far as they would naturally go during one turn.

Better game scenario/combat design, the combat system is cool at first, but the game ends up beign really shallow.
Military weebs want cute girls and military tactics, VC has cute girls but little tactical depth.

No. The story has too many silly shenanigans (more than the first) and the characters aren't as endearing, especially the squad members. Plus the premise is almost as retarded as 3.

Mostly. There are some improvements to the units to make it SLIGHTLY less scout rushy, but a lot of the maps/missions are tedious rather than challenging. Also, YOLO-strats are sometimes the ONLY way to beat a mission rather than just the way to get the best rank.
