Seems strange for him to just show up during the Jessie mission and piss off afterwards. A character that dumb felt like he was going to be reappearing constantly.

When Cloud and co. are at the train graveyard and Reno and Rude are in the chopper heading towards the plate. Rude mentions the Avalanche mission has been accepted and Reno says it's bullshit, calling ShinRa out on this.
Afterwards, at Shinra HQ. Reno, Rude, and Tseng are all talking about it and Tseng is trying to come up with justifications they can use to feel better, but none of them really worked.
