I figured it out, but only because I was bored enough from being stuck that I figured dropping a Power Bomb would be a silly joke.
If you watch the opening cinematic, it shows you how to solve this puzzle.

same. the game had conditioned me to think that anything that could be interacted with would show it if you bombed it, so after laying a bunch of regular bombs and not seeing any special tiles I figured it was just for decoration. that was the only set-piece like that in the whole game I'm pretty sure.

Throughout the entire game there is an established rule that bombing a tile will show you what weapon you need to break it. The glass tube is the sole exception to this rule. It's objectively bad game design.

Right, so it would make sense that you would return to this room later from a different entrance.
You only get to see the tiles around it after you find the map unit in Maridia. Until then, it's just three square tiles you pass through between Brinstar and Norfair without a second thought.
It just made me think the pipe was one the foreground and that it was hinting at a hidden path in another area that would take me to the section above or below.
I think it's just a meme, a la "How was I supposed to know to jump in paintings in SM64?" I doubt anyone actually got filtered or dropped the game because of this.
I remember that in some part of the game, it gives you a hint that you can brake the glass somehow, It is not that difficult.
