It's all numbers tweaking yet they never do small adjustments and test and then small adjustments and test. It really isn't that damn hard to figure out.
Maybe it doesn't need to be 250%, maybe 233% would be the right number. All you gotta do is fucking test and do minor tweaks up or down until you hit the sweet spot. Its not hard. Tedious but not hard.

All this means is Kill Shot will be weak as fuck to compensate, more like a strike attack than an execute. The same has been the case for actual Execute ever since Sudden Death became a thing, it went from being an actual execute to being a slightly stronger Overpower or Raging Blow.

"perfect balance" is honestly why we can't have cool shit in WoW. Because they have to worry about making everything equal, in terms of power and desirability, it limits what they're able to do creatively.
Blizzard is incompetent when it comes to game balance, always have been always will be.
They pendulum balance everything, if it's currently too good they'll nerf it into the ground, and then vice versa.
Everyone called this the moment the system was revealed. Blizzard said "it wont be a big deal or huge problem" - any seasoned player reads this response as "its going to be a huge fucking problem".
You will have scenarios where 2 players of same Class/Spec, and one will get an invite and the other won't based entirely on if you picked the optimal Covenant the fucking spreadsheets told you to choose. Meaning, you picked the wrong one? Relevel the class again or pay us for a boost.

what he's saying isn't fundamentally wrong, you would just adjust the proc rate. if you played legion or bfa you know how ridiculously balanced the dps classes are in raids, outside of a few outliers on certain fights, typically single target dps over 10 mins is pretty much the same if people are playing optimally in similar ilvl gear
people are giving them shit for it during the alpha test and theyre STILL fucking trying to defend that its still a good thing
its azerite armor all over again basically. when people first saw that Azerite armor was the 8.3 argus relic system for a whole expansion, MANY players expressed deep concerns it will not work. They ignored it all. Even deleted all the beta forums with mountains of evidence as far back as the BFA PRIVATE Alpha. They didn't listen or care.
what do you expect them to do? scrap the entire system? the expac is almost released, they cant overhaul systems like that. the beta is just for minor tweaks, bug fixes, and balance changes.
