1) More variety in drivers. Remove all the Mario/Peach/Koopaling clones and have original characters in there.
2) It needed about two dozen more stages. Especially Waluigi Pinball, Shroom Hill, Peach Gardens, Banshee Boardwalk. Plus a bunch of new levels based on Nintendo IPs.
3) The Excite Bike track should have an option for the player to redesign it with parts, like the original Excite Bike game on NES had.
Just make the next Mario Kart game exactly like Mario Kart 8 but fix those issues. And we're golden. Hell, I don't care if they just patch MK8 to have those things. That's what MK8 Deluxe should have been.

Lot of new tracks. Characters have costumes to chose from and not the other way around. No stupid gimmick that slows the pace of a race (looking at gliding and diving, fucking trash). Just delete all the existing items and make a batch of new ones ( every mario kart like has an equivalent of the red shell and there's enough stuff in the mario universe to find another skin for the red shell counterpart )
Difficulty seletion for tracks that adds more roadblocks/make them more difficult to dodge (imagine MKDS mission mode modifiers but applied to actual races)
