I'd make it so every fighter has their own command timer, and can attack independently of the other fighters timer. I'd make it so that there are no turns per se, it's a more realistic constant stream of fighting.
I'd call it an Active Time Battle where if you do nothing for an hour the enemies can still kill you.

Turn based combat makes sense if there's a deep layer of strategy involved that would be hard to appreciate in a fast-paced game. Think about chess as the classic turn-based game. It wouldn't be too hard to think of a real-time variant of chess, at least in a computer game, but inevitably you'd lose some of the complexity and the mindgames that make the game such an intellectual classic, in favor of other skills like rapid reflexes and accurate hand-eye coordination. What I'm trying to say here isn't that one skillset is necessarily better than the other, but that without such complexity the turn-based system has no merit at all, especially in a medium like video games where the computer can process everything in real time and there's no mechanical reason why you should only take one action at a time.
This is the main pitfall of the "classic" JRPG system: There is no depth and no strategy. This is especially true for Final Fantasy-like games where the absolute pinnacle of strategy boils down to "use fire magic on the ice enemy and use a heal spell when you're hurt." Many games try to add some gimmicks to this extremely simple system to make it feel more fun, but rarely do they add any of the complexity that would actually warrant a slow-paced mechanic like turn-based combat. Of curse, there are Japanese RPGs that do have at least some strategic complexity, but those don't include the classic JRPGs and are usually called SRPGs, which have an extremely different method of gameplay than classic JRPGs. There are some games that successfully use turn-based tactics mechanics married to a more "classic" (J)RPG structure, and in order to properly answer your question I would suggest looking in that direction. Turn-based combat isn't inherently bad, but it IS bad when it's used only to imitate older games out of nostalgia.
Add actual mechanics and depth, like all the best turn based games.
Make it based on a wait timer. Once the characters attack, there will be a cooldown before they can attack again. It will be like an action game system and turn base elements.
I will call it ATB system.
4 5 and 6 were all ATB. 4 was slightly different in that certain spells took longer to cast than others after the ATB time expired.

FFX and FFXII honestly had the right approach and in two different styles. I like both of those games a lot.
I would make it so characters don't always act on a turn ratio of 1:1, but instead act as determined by Charge Time. A gauge fills up over time, and once filled that unit may act, either attacking or casting spells. Taking action then causes the gauge to empty, and the cycle repeats itself until the battle ends.
Literally no action RPG has any kind of depth or strategy yet everyone likes them. I mean come on. The most popular ones in the last decade were the Witcher 3 and Skyrim. I don't see why it should matter for non-action RPGs.

Make it hectic and fun. FFVII New Threat has been busting my balls and I'm loving it. Otherwise, develop the gameplay from where X-2 left it. Maybe having more games that have some grid like movement for your side of the field would be good too

There are already so many variations on the turn based formula that I don’t even know what you are referring to. Grandia, Valkyrie Profile, Resonance of Fate and Octopath Traveler are all turn based games and they all play very differently from each other.
FF7 has fun gameplay.
Make it tactical such as Final Fantasy Tactics or Valkyria Chronicles (The Empire did nothing wrong). Have the characters actually move around.
Also, include timing systems similar to the ring system of Lost Odyssey except with greater emphasis.

ATB is slower than regular turn-based unless you're retarded.
You can skip them though. You can also increase the battle speed which for some reason no one knows about.

If you mash buttons during animations, particle effects start appearing. The more you mash the more shiny colors and loud noises you get. Doesnt affect gameplay.

ATB is unironically worse than normal turn based combat.
Turn based is slow, but at least turns are continuous. You do one turn, then the game moves on to the next turn. But with ATB, when you do one turn you have to wait for the next guy's bar to fill up first before you can take the next turn, slowing down an already slow system even more. There's literally nothing good about ATB that you can't do better with a simple turn based system that uses initiative values or time units or whatever you want to call them, rather than a basic "I move, you move." Something like that has all the advantages of ATB without adding in unnecessary downtime during every fight.
Also Final Fantasy 7 can fuck right off with its retarded summon animations. I know at this point hating lengthy summon animations is as much a meme as the animations themselves, but FF7 really felt like they took every effort to slow the inherently slow turn-based combat down even more.

Lots of stuff to do, end game stuff is very challenging but doable without spending any money.
