As far as I can tell it's theoretically possible, but no one has written a program for it. Apple is too restrictive with access to the NFC functions to do anything without jailbreaking, and Windows doesn't have generic support of NFC devices and it would require writing an amiibo program for a specific model of reader/writer.

If you have a hacked New3DS there's a Tagmo homebrew app you can use on that instead of the android one.
