Quality of a game is highly subjective. There's no facts, and TP is subjectly among the better Zelda games. It has little repetition, it has plenty of dungeons with great variety and the swordplay is fluid with lots of options, all of which are aspects I value highly in a Zelda game.
It had some of the coolest items in a zelda game. That counts for something. That ball and chain was sick.

compared to most of the series, TP is a step down - including in the ways in which you described. TP swordplay is unironically worse than WW's. TP's swordplay merely consists of a series of canned animations, only a couple of which are useful, that play out in a scripted fashion. It's like taking the QTE bullshit from WW and building an entire moveset out of that, rather than the combat being about free movement as it was in OoT/MM.

The Minish Cap had Vaati, and if you want to get technical Skyward Sword took place before Ganondorf existed and Zelda II is just you preventing a monster cult from bringing him back after being stopped.
The only problem with TP's swordplay is the shitty enemies. The swordplay itself is good.
