when I first played pokemon emerald I had no idea how to get cut so I played through the entire game without it, once I had beaten the game I was wandering around and finally found it.

I mean I'd much rather they have boss Pokemon at the end of dungeon-esque areas which would be each zone. Like it doesn't have to be Legendary Pokemon or some amped up Pokemon ala Totems or D-Max just a regular Pokemon that's at a higher level than expected or is unusually tough. Hell Sudowoodo's probably the best example, up to this point Wild Pokemon are ~Lv10-Lv15 and here's this Lv20 on par with the previous Gym Leader's ace just blocking your path. I think if each dungeon had one it'd be like;
- Sprout Tower (Lv10 Weepinbell)
- Ruins of Alph (Lv10 Quagsire)
- Union Cave (Lv15 Onix)
- Ilex Forest (Lv17 Butterfree/Beedrill)
- National Park (Lv20 Scyther/Pinsir)
- Burnt Tower (Lv25 Suicune, Boss Battle, no Catching)
- Olivine Lighthouse (Lv30 Ampharos)
- Mt. Mortar (Lv30 Golem)
- Rocket Hideout (Lv35 Electrode)
- Radio Tower (Lv35 Magneton)
- Icy Path (Lv35 Ursaring/Donphan)
- Dragon's Den (Lv40 Dragonair)
You wouldn't be required to catch them, hell for some you'd probably just be able to skip them, but having them there as an option for one I think would allow for a bit more complex layout to the dungeons but also give the player more to do in the game.
