It's Shinra that is threat to the planet. It's Hojo who started whole Jenova project because he was an insecure fuck who wanted to stick it up to Gast at any cost. It Sephiroth lastly who learned how to control Jenova for his own ambition to try and become a God.
Jenova is as a threat as an gun that nobody is firing otherwise.

Controlled by said comatose Sephiroth. Jenova only wants only to eat all of life, it has no further ambition beyond that like trying to become a God and recreate a new world. That's Sephiroth's own God complex right there, with Jenova as catalyst to use.
