I don't think there's such a thing as "gay propaganda".
From my perspective, gay people are human and there's no reason not to represent them in games. It's like how there used to be so few black actors in films, and as people started accepting that black people are their equals, people were less opposed to seeing them represented in a positive way in entertainment.
What I think people are calling "gay propaganda" is actually just the natural result of a wider acceptance of gay people and their issues.
