Not really, seeing as he provides all the main travel means for party AND becomes the party leader after Cloud goes braindead. He's also the one leading the Midgar/Weapon raid and Northern Crater finale plan. If anything Barret should've been removed from party after Midgar since he has no ties to the plot after that, just write it as him taking care of the survivors of Sector 7 and taking care of Marlene, even have him temporary rejoin during return to Midgar when fucking up Hojo.
Yuffie, Cait Sith and Red XIII add nothing, same with Vincent, but in defense of Yuffie and Vincent, they were secret characters unlike Reeve and Red who are both mandatory.
Heck the only reason Reeve exists is to have a deus ex machina for the temple.

Red only exists as a plot device to get you to Cosmo Canyon so he could easily be cut too as he serves no purpose after that, should've just been a guest party member that leaves after you reach Cosmo Canyon and discovers what happened to Seto and becomes the new protector of the village in Seto's place.
Yuffie should be a trick companion that exists to jew you out of materia and start the Wutai sidequest and never rejoin after doing it.
Vincent should be fleshed out and mandatory since he has personal connection to Hojo and knows crucial details about Sephiroth's backstory.
Vincent tied together everything from Lucretia, to Hojo, to Sephiroth. Vincent's story is not necessary to the game as it's basically exposition, but it certainly enriches what's there, and it's earned exposition.

Reeve reinforces crucial character development for Tifa and Barret when he confronts them about the innocent lives lost as a direct result of AVALANCHE's bombing runs. It may not be important to the over-arching plot but Tifa's line to Barret about how they cannot forget the bad they've done in pursuit of the greater good was all the more meaningful for how little characterization Barret gets from then on.
Rewrites are a good thing if it's one writer. Barret drags ass, sure. He and Cid should have been combined into the same character.

I didn't say he should be removed from the game, I said he should be removed from the party because from narrative standpoint it makes literally 0 sense for him to go with the party especially knowing how people are suffering in Midgar with nobody to take care of them now that Sector 7 got pizza'd, complete with Marlene being abandoned there.
