No. Dlc did not kill games, and plenty of amazing games came out after 2006.
Shivering isles was also oblivion dlc and it is popular even here.

In my HUUUUUUUUUUUUUMMMMBBLLLLLEEEE opinion, achievements fucked up games. Hence the 360. That's when that stuff started. It wasn't achievements or DLC specifically, but games really began to feel like a money pit at that point where companies were just trying to keep you hooked to make more money. That's also when prices were upped from $50 a game to $60.
