Only reason to remake 8 is to make a Quistis romance route that completely changes the 2nd/3rd/4th acts in the game. While Rinoa is comatose from orphanage shock Squall, Quistis, cowboyFAG, Zell, Selphie, and honorary boomer Laguna can fuck up blacked witch's shit.

It's easier to remake a good game with modern tweaks and maybe some story changes to differentiate it and expand than to make a good game from scratch, in terms of dev time, project management and resources.

I've only ever played FFXV and FF7R and the combat in FF7R is much better. The open world and graphics of FFXV didn't save it from being a boring pile of shit.
