Every rival fight in SA2 is a tie, except for the second Eggman VS Tails fight, where Tails won.

It's more likely that Eggman won, because Shadow only pursues Sonic at the end once Eggman tells Shadow that someone is heading towards the Eclipse Cannon's barrel. Otherwise, Shadow wouldn't know to even look for Sonic. Eggman also says to Shadow he acquired all the Chaos Emeralds; in the Hero side, Eggman only grabs the Chaos Emerald right before Sonic destroys the cannon.

Meaning there was no chance for Eggman to tell Shadow anything, which is important in the story for how Shadow found Sonic after he was presumed dead. It's unlikely Eggman could have used the radio with both Tails and Amy there- he was only able to grab the real Chaos Emerald in the Hero Side's interpretation due to both of them being surprised Sonic lived.

Sonic heading to the cannon's barrel only happens after the scene where he "dies", and Eggman fights Tails immediately after he "dies" too, so there's no chance for Eggman to tell Shadow this before he fought Tails.
