not really but it's a good metric for determining how a GPU performs relative to another GPU within the same architecture family but there are a bunch of other factors too like for example the xbox has 20% more tflops than ps5 but over 40% more compute units and 25% higher peak memory bandwidth which means even though the tflop difference is 20%, actual game performance should be much higher than that since tflops calculations don't take into account stuff like memory bandwidth. bandwidth is extremely important for feeding shaders and pushing higher resolutions hence why AMD and nvidia were using expensive HBM/GDDR5X for their high end cards before GDDR6 came out since regular GDDR5 couldn't provide enough bandwidth for the high shader counts in cards like radeon 7 or the 1080 ti.

Only on exclusives. Cross-platform games will just lower the graphics or whatever to match the lowest of the two platforms. But an exclusive or first-party title will use the whole system.

Multiplat devs also take take full advantage of the hardware. Not every 3rd party dev is incompetent. Look at RDR2 for example its probably the best looking game of the gen. The assassins creed games recently have looked really good on console too. Battlefield and even cod modern warfare look really good whilst hitting 60 fps. Its usually only Japanese devs who cant optimise for shit.
