Yes, although its actually the fault of the stupid shareholders group that owns it. They've been pushing bethesda to shit out awful online games because they want consistent income rather than income only on game releases, because they're dumb and don't understand how the entertainment industry works and want it to be profitable in the same way the car or oil industry is.
