Maybe not as an MGR2. But as long it either continue Raiden story and the MGRR story, or do the story of MGSR, it will count as MGR2.
The current MG team considers MGRR as canon, and the MGRR writer (who also wrote the canceled MGSR) is still at Konami despise being absent in every projects. Konami did say they had projects for the future and increased the budget after all.

It would be the most likely new Metal Gear release in my opinion, because a) Kojima had next to nothing to do with the first one, so it would get the least backlash for being done without Kojima, and b) it would be developed by an outside studio, which helps given Konami's current pattern of shopping out production for their IPs because they're lazy, incompetent fucks. It might be possible after Platinum is done with the current spate of games they're working on, especially since Platinum themselvies have said they'd love to make a sequel.

Adding to this, MGR is the most recent in the Metal Gear story chronology, so it's a logical point to restart the plot from, and MGR was the most recent Metal Gear game to have a positive reception, with MGS IV, V, and Survive souring much of the fanbase on the main series/stealth entries.

technically Survive is after MGRR, explaining all the MGRR elements in it. it's in 21xx. but Survive story get erased thanks to the protags effort at the end. quite meta considering the hate for the game.

Kojima when vice president of KDE insulted a dude doing mobile games, saying his game was shit and never was gonna do well. spoiler alert : the guy did Dragon collection, it did extremely well to the point where he became president of KDE from mid 2014 to 2020, and the guy had enough of Kojima fucking with the money, and since he was a mobile fags, he forced the mobile focusing thing, probably to fuck over with Kojima.

Kojima had almost jackshit to do with MGRR. not the writer, not the main producer, not the director.
Kojima also only was main producer of ZOE, not the director, and it was ZOE1, not 2. (main producer of 2 was the director of 1, Kojima was the secondary producer aka marketing guy.)
Also, Konami literally said they would do a remake of 1 and a ZOE3 with Cygames if ZOE2mars did alright. and it sold like shit in the west.
The actual ZOE producer, aka director from ZOE1, was very hyped about this.
Also, most of the people from the old Kojipro stayed at Konami.
