Like, that level of COPE really tells you that they knew they'd written a passable Law ending the first time, needed to deliberately fuck it up and then when rebuilding it, still add in something incredibly arbitrary to make it not a perfect end.

Both are equally good for different reasons. Strange Journey is a tense game with no breaks, it's harsh from start to finish. IV is more of a long journey in which you discover Tokyo, have a chat with people there, listen to the music and feel the atmosphere.
