Game development takes a long-ass fucking time, and the way the work pipeline works makes it so that some devs will move on to work on new DLC content while other devs polish the main game.

Even tho I absolutely agree with that, specially Blood and Wine. BaW worked as the ending of the game, specially for Yenn romance since that would be the house of the epilogue, selling you the ending of the game apart is the shittiest thing someone can do.
Dragon Age did it in Origins with Witch Hunt and in Inquisition with Trespasser, so did Fallout 3 with Broken Steel. It's asshole move.
