FF7R is actually a sequel where the events of FF7 have already occurred and someone (Sephiroth?) has gone back in time and altered the timelines, so now there's multiple universes going on. Time Ghosts are trying to keep the events the same as FF7. The real plot that matters is Sephiroth and the Time Ghosts battling out to see who can control the plot. The actual original plot is made totally irrelevant. The ending has the Time Cop Ghosts defeated meaning they can completely go off the rails for the sequels.
