I literally just built a new system. Went with 2070 super, 3600 and some meme rgb Corsair 16gig ram because it was cheap. If you can get a decent 2k 144hz monitor you are in for a good time!

I'm on 1060 too and waiting for the next batch of GPUs. The update doesn't seem worthwhile at this moment if more powerful cards are going to release in a few months at the same price points as current gen.

You definitely should upgrade your CPU if you bothered with a 2080, especially considering some engines/games (such as cryengine) are pretty CPU heavy. I had a 2070 for a while with a 4770k, and after upgrading to a ryzen 5 3600 games run very noticeably better. In some cases the difference is huge, KC:D earlier ran at around 60 on low, and now it runs around 60 on very high, and around 100 at medium

No, your CPU will bottleneck your GPU at that framerate. You're not going to get 144hz 1440p in almost any AAA game to begin with though, you might achieve those results with a mix of medium and high on some games but that's for another 2-3 years.
Consoles are running modified mobile/laptop GPUs, they're in a completely different ballpark.

What they're running is irrelevant, what matters is how powerful they are. If your only argument for a card that performs the same while costing 3 times as much is that "It's bigger and draws more power", well that's a piss poor argument as that's a negative.
Of course, we don't have exact performance metrics right now but they seem to be in the ballpark of the 2070 Super or regular 2080 for the Xbox at least. The gaming desktop market has had ridiculous prices due to the lack of competition, it was either pay ridiculous prices or play on dated hardware which couldn't even achieve 1080p 30FPS but that's going to change now.
for 1080p? upgraded to 2060 super from 1060 6gb pretty good difference. 2070 super is borderline overkill if you feel like spending that much on a gpu

None. Wait for the RTX 3080 series. Currently you'll be hard pressed to even find 1080 / Ti anymore, and 2080 costs a fucking ton. None of the cards are able to run 4k properly anyway. We're literally right below the threshold for when:
a) 4k will finally be playable at 80+ FPS with maxed details, and
b) the huge price rise will finally come down.
At the moment, you're looking at 1200 - 1500 eur for 2080 / Ti cards. The new model will be more affordable in production costs, plus mass corona unemployment will result in such a massive decrease in buying power across the globe, so if you just wait for ~4-6 months, you'll be getting a 30-40% improvement on GPU at the same or lower price than current cards.
